I can see mountains of appeals from HGV operators and drivers when this comes into force. The criteria seem to be based on vehicle weight, age and engine power, however exhaust noise only contributes partially, leaving aside low range gearbox noise, an empty tipper, container or car transporter on a rough road is highly likely to exceed the limit without too much trouble. The cash cow will all go to pot when the first rejected appeal goes to trial, because the true culprit was the highways agency or local council who elected not to repair pot holes or loose manhole covers on a section of road.
I can see the earlier categories with n/a engines transgressing in a disproportionate percentage of their total numbers.
