I’m uncertain of the point being presented here.
Is the argument that a relevant ‘…■■■■…’ tendency lies dormant in the UK 
Or that a Nazistic agenda to overthrow the UK’s independence lurks beneath the EU’s Federal, undemocratic, covert and Inter-Nationalist Social State whereby the UK as puppet citizens have to - however unwillingly - conform to the undemocratic DCPC diktat of foreigners whose welfare concerns neither care for nor wish the British and its worldwide potential for success particularly well
I do not reckon the former - but I definately do the latter 
Ghastly, undemocratic & radical backgrounds taint a lot of the EU’s unelected Mandarins, many of whom ironically have a common heritage in champagne socialism if not outright Communism, eg, Barroso, Barot, Kovacs and the entire, EU ‘employed’ (millionaires, everyone of them) Kinnock family, 
That’s why many recognise that the EU’s contemporarily snide mechanism to force the UK’s DCPC compliance - much of it against UK will - is devious, destructive, deceitful & distasteful and very much against what right & fair minded nations fought two World Wars over.
I did a DCPC course run by Driver Hire today; On Road Occurences and Health and Safety (Load and Depot). Was the best one I’ve done so far and completely relevant. Unlike the calorie counting nonsense I’d done previously.
I passed the DCPC theory with a concussion. I passed the DCPC practical after having been awake and working for over 20 hours. As for the continuation training, its so mind numbingly dull you don’t learn anything. You just battle to stay awake.
DCPC is a waste of time in its current form.
But the government won’t extend the deadline, which suits me. Im good to go until 2016, and all I need to do is bang in a quick ADR course and I can extend that by five years. If there is a shortage of trained drivers, Ill find my skills in higher demand.

2 Because of successive gutless Lib-Lab-Con Governments & the chin-less gimps that have tribally voted for them since the 1970’s, the UK is wholly subordinate to the whims & inappropriate direction spewed over us by half-wit, gravy-train riding and smug, fat-cat foreign grease-balls 
3 It is thus that the government can’t extend the deadline without the UK being financially penalised and hated even more for having democratic desires by the distinctly undemocratic, federally focussed, Queen hating bureaucrats of the EU in Brussels
Thats a bit strong. At least Europe are sharing things with us, the bills, the rocky economy, the horsemeat.

‘Europe’, as a geographical place is fantastic but it’s the supposed ‘Union’ that is politically on the federal terms of the self-appointed, naive, ill conceived, expensive, undemocratic (as in communist yet uber-liberal) self-licking cadre of unaccountable clerks.

Meanwhile, too many sycophant UK politicians gawp on and palm the UK electorate off with deluded hopes of ‘Utopia being around the next corner’ - ie., via the DCPC Are we really sure about that
The reality is that it results in erosion of too many once very positive & beneficial UK-centric things, eg., democracy to steer national destiny, civility, cohesion, shared (decent) values, a respected international identity, and knowing how the UK can train & maintain UK driver standards for UK roads for ourselves in consulation and not dictation from overseas, etc
