If he feels not having a DQC is the same as not having a valid driving licence (which it essentially is) then you’ll have unknowingly made him commit one of the Seven Deadly Sins of an O-licence holder and you might need to brace yourself for some serious grief.That page doesn’t mention lack of a driver’s CPC card, and in any event there is no obligation on the TM to notify the TC of the situation.

The “Uninterrupted rest period of at least 4.5 hours” issue is on page 10, section 33.1(b)
