I can see some sort of fine being in order, enough to encourage others to check thoroughly, but £1500 sounds like a reason not to do the right thing, and to shoo any clandestines away instead.
They should fine them £1500 to get the message out there that caravanners and truckers alike should not neglect their checks; but then reward them £1500 for their public-spiritedness in bringing the breach to the authority’s notice. Job done.
