It was this that made me want to question the legality of what they are doing, it would appear that it probably is legal.

I have a D licence and currently do a job that involves driving a mini bus with 16 seats and towing a trailer that was made to carry 8 bicycles.I dont need an E licence because the trailer weight never exceeds 750 kg.A C licence holder can drive a bus in a voluntary capacity but not for financial gain.
I think you will find that to drive a bus or coach carrying more than 8 passengers requires a class D licence. It is irrelevant whether you are being paid.
I wont argue the point.About 15 years ago I had a C licence and could not find work ,come back in 2 years ha ha ha.I was pretty much a house husband taking my daughter to pre school and all. When the trip came up I asked the local bus operator for a price for the job. They couldnt do it for lack of a driver.I said I have a C licence so he gave me the keys.I passed the D test a few months after that and been on the buses since .I do a bit on the lorries during the school holidays.

the C licence only allows you to drive a bus in certain circumstances!
Yes, I should add that the Disney bus I drove had been re-registered as an HGV. I seem to recall being told at the time that I could carry up to five non-fare-paying passengers although I may be mis-remembering.

You are correct, in 1991 the law changed to allow class C holders to drive PSV’s. In 1999 the law changed again and class D licences were required. Probably an EU thing.
I bought a coach in 2002 and was unable to drive it until I had passed my class D test, despite having held a C+E for 23 years. I bought the coach to get my licence with the intention of selling it when I passed my test. I can drive it on a car licence now because it is over 30 years old.
I passed my test in May 2003 and still own the coach, I just fell in love with it.
