Is it an offence to have two?
What are the ruling on having two if any?

According to the fta website you can only have one card legally, so I would say he will need to take his Portuguese one to the nearest test station
if you use the foriegn licence/docs etc in the uk,then its probable you will get away with minor offences,using mobile,and similar which can be handy,the downside is,that you should be arrested for any offence if your using the flipflop docs and taken straight to court.quite often plod dosent know this,hence the tickets can get binned once you tell the cops later,as the onus is on the woodentop to have arrested you.(similar logic as to why you see the diddycoys runing amok without getting done,its just too much hassle for plod to pursue).same works with an irish licence,or your uk one abroad,though in that respect expect to be crucfied by an insant fine,or bung.ive gotten away with speeding,mobile phone use while driving,overtaking on double whites and a few other minor tugs by using an irish licence in the uk,and a uk one in paddyland.but your difinitive answer is no.mabey your man s using a bit of initiative on the side■■?
