I recently worked for a company that services the airport we would use our tacho cards if we delivered due to being on public roads even though the journey was less than 1/2 mile round trip, Some of the trucks had no road tax or mot as the operations manager said as the trucks were not being used on the main road and the truck were service and O licence check they were deemed safe. Now that the DCPC has came in to play should the drivers be trained or can they get away with not having DCPC because the truck only go a small distance?
As fair as I know all drivers use DQC card on less your in army! hope this helps all drivers should have DQC when driving on any road in UK an the EU
