Some do work and plenty of people have had the tickets to prove it.
I don’t personally know anyone who’s got caught by average speed cameras but there are people on this site who have been caught and others who know people who have

The guideline’s quoted at 10% + 2mph although it can, according to some people, be higher on motorways.
We had a guy a few weeks back going from south wales up to liverpool and back on a night shift. Thru the roadworks on the M50 (40mph) He got done twice, once on the way up and once on the way down 
. He was doing 56. So yes they work.
a guy who worked with us got flashed twice going along the a66 at bass lake .going into the zone and again at the other end, as its the only (practical ) way to/from the depot he jacked driving in while he still had a licence
If it’s average speed cameras on roadworks you’re on about, they’re there to protect the workforce within the site and to help those of us who have to try and get in and out of the road works. Getting out of some into live traffic is no joke I can tell you so, yes I hope they do work.
As far as other average camera areas are concerned, I don’t know of nyone haing been done in them so do what speed you like if you don’t think the limit applies to you.
