Would a driver who needed a medical to reinstate their licence after that date, who did not complete 35hrs of periodic training before the above date, but who did have acquired rights until then, be required to carry out the additional two modules on return to driving?
My best guess is no, but some things niggle until you know the answer.

As I understand it the ‘two modules’ are needed if you have to take a driving test to obtain your first vocational licence (truck or bus).
If you hold any vocational entitlement at all…like a C1 7.5 tonne grandfather licence, then you need 35 hrs of approved training. You can either get this all by Sept 9, and have 5 years to do the next 35 from Sept 10, or spread it out beyond this date in which case you get your entitlement from the date of your last training session, which gives you five years to do another 35 from then.

Where did you get that mis-information from?
Modules = exams/tests, taken when you take your driving test
Periodic training 35 hours of attendance…NO TEST…at approved 7-hour courses spread over five years ie 7 hrs for each year.
Grandfather rights…even a C1 licence…absolve you from the modules…but you still have to do the training.
