I can’t imagine they ever turn these cameras off and they will record all vehicles all of the time,

It’s not that they turn them off, but that most of them don’t have the equipment in the cabinet to make it work. There is a small number (probably less than ten between the 27 camera sites) of units, known as “portable outstation devices” which get moved around between them.
That is why the cameras are next to laybys or newly built parking areas with a paved path to the main cabinet where the POD goes.
But there are two or three locations where the cabinet isn’t easily accessible, so these are probably never live.

Doubt it. If that was the case there would be no need to install the temporary ones on concrete blocks which they are currently in the process of doing.

Only told that and passed it on alot of them are up and they are always at them working with them at night when a go up there.Almost all drivers are doing 40mph apart from the odd one so i would take it as true.
