With regard to the maximum 60 hours in a week is it
A: Monday to Sunday
or
B: Between weekly rests

Legally you can do 60 hours working time per week, a week runs from Monday to Sunday.

Is that 60 actually work, so for example, I work 65 hours but then take all the breaks off? I ask because we get paid for our breaks but need to log the full 65 on our weekly lie sheet (timesheet, lol).

It’s 60 hours working time, working time does not include breaks or POA.
Legally you can do a maximum of 60 hours working time during a fixed week (midnight Sunday to midnight Sunday), working time is driving and other work, legally you should not average more than 48 hours working time a week over the reference period.
Whether or not you get paid for breaks makes no difference to whether or not they count towards working time, they don’t
