Assuming the 2 weeks off will begin on Saturday of week 3 it may be legal, but there’s not enough information to say for certain.
Basically you’ll be having reduced weekly rest periods on 2 consecutive weekends, this can be done but only if you can start week 1 with a regular 45 hour weekly rest period that can be counted for week 1.

Sorry I don’t know what you mean by paying back rest hours, you need to start a new weekly rest period no later than 144 hours (6 periods of 24 hours) from the end of the previous weekly rest period.
If you mean compensation for a reduced weekly rest period it should be paid back by the end of the third week following the week in which the reduced weekly rest period was taken.
can you give us your weekly rests for the last few weeks going back to when you had at least 90 hours off in one go which included a sunday midnight
