i have a couple of queries , that id like some advice on please, if anyone could help …
New motor , just arrived at work today , as did new transport manager …
i questioned the new t/mgr , asking why there was no "o " licence disc in new motor , he said not to worry about it , i said but old motor has one …
does there have to be one displayed [as i think ] , and is it naughty [illegal ] not to have one ?
Digi tacho , is showing time as one hour ahead,[utc ?] of time on vehicle clock [gmt] , questioned t/ mgr , he said to leave time at utc , but i m thinking this is incorrect , even tho i dont know how to change it …
I thought an O licence worked in a way like a tax disc, has to be on show at all times, although I may be wrong but if I was you I’d double check before setting off anywhere without one, you know what TMs are like they just want you out making money and that’s that !

I’m sure one of the O/D will confirm this.
The company have 28 days to get and display an Operators licence disc in a new vehicle.

The tachograph display can show any time but most people have it showing local time, the UTC time is the time shown on a printout and remains at UTC time.
edit:
I’m assuming that the tachograph display is out by an hour, you can adjust this on a Siemens digital tachograph by pressing “OK” then scroll down the menu to “Entry Vehicle” then press “OK”, now scroll down to “Local Time”.
You can now adjust the local time.
We’re now in GMT which is the same as UTC time so the display local time should be the same as the UTC time, but it’s not legally required, as long as the UTC time is no more than 20 minutes out you’re fine.
Yes the operator has 28 days to register the vehicle on the operator licence and be sent a disc. This is supposed to only happen if the operator knows the vehicle is a ‘temporary’ vehicle. if they know the vehicle will be with them over 28 days they should add it to the licence ASAP
As for the digi clock - they all let you set the ‘display’ clock to anything you want in 30 minute increments from UTC so you can change it yourself.

Would like to add, there can only run a truck if there have a spare space on there operator licence, it called margin, if there licence as 6 trucks and six trailer on it and there bring a 7 one in there would not be able to use it unless there take one of the other trucks of the licence, saw this a lot when delivering trucks for a rental company
I have been pulled in a VOSA check on the A34 in a one week old truck with no O licence disc. The Vosa officer asked me where it was and I told him “I’ve no idea but it’s a brand new truck” He just said that the truck operater probably hasn’t got it yet and that was that.
