its funny you should say that. when i was stopped by vosa last week, i had used poa one morning when i turned up early to load at a place that i knew didn’t open for about and hour or so( just wanted to be first in the queue). he asked me about why i had used it so told him, he said"no problem we would count the first 45 min as break anyway" now not to sure why he said that and to be honest wasn’t in the mood to ask why been delayed by them long enough anyone got any idea’s

Yes. If you were double manned at the time it is because in those circumstances the first 45 minutes of POA is assumed to be break for the card in slot two, due to not being able to record anything but POA in that slot while the vehicle is moving.
If you were single manned and/or your card was in slot 1 then the guy was an idiot.
