VASCAR is not used for the enforcement of temporary limits in road works etc. I’m not sure that any police forces use it at all these days. It cannot be used in an unmanned/automated situation.
So although entering the R/W’s with signs saying ‘Average Speed Check’ and these older style/unmanned camera setup, does that mean they are there purely as a visual deterrent with no risk of getting nabbed?
They certainly do use average speed cameras in the roadworks (you can see them on yellow gantries above the carriageway). They quietly read the number plates of every vehicle travelling through as it passes each camera location. If the time taken to travel between any two consecutive cameras shows the limit was exceeded, the ticketing/prosecution process is kicked off. But they are not VASCAR.
And changing lane’s won’t fool it either 
I had to chuckle at the idiot in an Audi Q7 last night, doing about 65mph through this stretch and slowing down to 50 as approached the cameras then speeding back up again once they’d passed the camera. You’d have though AVERAGE speed check would have given the game away. How do people so evidently stupid acquire enough money to purchase a £60K car anyway?
Not a speed camera, but the one that gets me is the sign in the roadworks on the a1 south between scotch corner and leeming bar showing the 7.5 ton limit for lane 2 - bloody huge sign, about as bright as a shuttle liftoff. Its usually about 5 in the morning when I come past it after tipping at Darlington, and it just about sears my eyeballs.

If you saw him do this at several camera sites, you must have been doing a similar average speed yourself…

I didn’t, I saw him/her doing it through 2 gantries. Which was enough for me to assume they were driving like that for the entire length of the roadworks. And hopefully a nice surprise will soon be landing on their doormat.
I daresay a significant proportion (maybe even the majority) of drivers of such cars don’t actually own them.
