It’s always been illegal to pull a 45 with a longline. They probly don’t bother tugging the odd one they see or he just pays the fine if they stop him as a cost of having a decent living space.
When this ten year trailer length trial ends & if they make them legal for all comers then you may be able to have a 45 foot trailer & a bigger can as a foot note.
