Have vosa got authority to break seals? Thought it would only be the police and hmrc

thanks for all the comments ,think i will just keep taking the stuff out with no straps seems most drivers do anyway ,if i was a permanent driver with them i might have put up a fight, but donāt think its worth kicking off ,Asda curtainsiders do have a couple of ratchet straps on each side running length ways maybe this means that they donāt need strapping i donāt know, also i think Tescos has something similar.
hi i seen the straps but never noticed any ratchets ?

They should be there, they run length ways and they are there to tension the straps that run length ways and then you can use the eyes as previously mentioned to restrain cages etc.

Any driver has the authority to break seals to confirm that he is happy to take that load on UK roads.
So I expect VOSA has the authority also.
Seals are mostly a company policy thing which means didly squat in road safety.
TIR seals might be different, but how can you take a load out on the public highway if you canāt check its suitabilty first?
A driver is responsible for his load and vehicleā¦ If you canāt check your load how can you be held responsible?
Some people believe that all Drivers should have to do their apprenticeship on
curtain-siders before they get promoted to work on box vans and fridges.

VOSA donāt have the powers to break seals, if its a domestic load, they would have to seek permission from the vehicle owner, and i should think the police would have to do the same, since a seal on a trailer is efectively locked!!

hi i do the odd day at asda ,they send me out sometimes with double deck moving floors ,loaded to the roof curtain sides ,no straps anywhere ,i have contacted vosa tech ,to ask if its ok ,they said >>>>
What I suggest is that you imagine the trailer without its sides, would you leave the load unrestrained on the back of the trailer? The scenario that you have described to me does require some sort of load restraint.
if its suppose to be strapped why do asda get away with it ? think if i refuse to take it , think i will not be asked to drive for them again ,as every body else seems to do it , any other asda drivers on here give me any info about this
Reply back saying youāre imagining your trailer without sides and what you can see is 2" strong nylon webbing going from the floor to roof every foot holding the pallets on, then on the pallets thereās strong stretchwrap holding the goods to each pallet.
I propose an experiment to test their proposition. Whichever member of VOSA staff that got a bee in their bonnet about load security can be fired as a human cannonball into a safety net. Between the cannon and the safety net a curtainside trailer will be placed. As a curtain allegedly offers no load security, Iām sure theyāll be fine.
As soon as someone loses an eye to another driver throwing an unecessary ratchet strap over a pallet of cornflakes, or something similar, the load security matrix will join āmechanics need DCPC to take vehicles to testā in the back catalogue of hysterical VOSA nonsense never to be heard of again.
Here here. All this āimagine itās a flatā nonsense is just silly. How did we get to such a hysterical obsession with everything H&S? Where does it stop? Because everyone keeps inconveniencing drivers and companies with spurious rules in the name of safety to the point where soon itāll be impossible to leave the yard.
Weāve just had a load of new trailers without ā Load bearing curtainsā just ordinary ones. Our boss always takes the cheapest option.
The directive came from VOSA last weekend about strapping loads and it has been absolute bedlam all week. If he had ordered the load bearing curtains the internal straps would have been ok - because he hasnāt we will have to have loads of ratchet straps. He happens to be on holiday at the moment so will have a fit when he gets back!
On top of the extra cost of the straps he will have to pay the lads extra as we will not leave the yard til we are satisfied the load is secure. We will have to wait for bays to come available to do it inside as we canāt expose the goods to the elements and also the yard isnāt very well lit.
We do loads of back door tips to regular customers and have told him to get some boxes in but he knows best!
This is a bloke who is cutting down on agency, nights out etc to try and save money.
Penny wise pound foolish comes to mind.
Interesting post there davidj247,I know you probably wonāt want to mention names, locations, exact particulars
But can you give us a idea on what your usual work involves?
I also can see a massive re-think with RDCs on how they load, unload curtainsiders in the near future.

Did VOSA offer any advice about climbing up there . . . . ? :That is a great idea, on a rigid, one driver one truck.
How does it work with a ferry trailer just picked up from Felixstowe which came off a barge on the Danube. Having used safety harnesses for the last 10 years or so, not every place is so accommodating and not every trailer is standardised
All of our trailers have similar fitted.
Although it concerns me. As a regular SRT user, I know my kit. The pulleys on our trailers are Petzl Tandems. Which are a, Not suitable for wire ropes and b, Not designed for fall arrest.
With that in mind, I would question its suitability as a fall arrest set up.

Iād question the suitability of anyone that needs this for the world of adult work, given that the kids from our local primary school can perform a dance routine on an open curtainside lorry at the annual carnival without any of them falling off.
