i was always told be very careful when you get a flash in cost the car to the right of you normal is not looking at you but the car in the lane there want and may not see your signal
And isn’t that part of the problem? How many threads about this have been posted? So and so company will not flash our company in, these (zb) will not flash, etc.
I don’t always flash or expect flashes either, unless it will help my situation. We are not driving 1950s trucks with vibrating beermat sized mirrors, no heaters and a blanket over our knees.
If a car flashes me I generally ignore it, as they do not understand what the flash denotes,

Your argument was going quite well ROG until you you suggested that the driver on the left is able to control the situation better and here in the prescribed situation you are very wrong. The driver in the left hand lane no matter how many times he checks his mirrors will not have as good a view as the driver in the right hand lane facing forwards and as such common sense says it must be the one with the view who should give way
If both drivers signalled correctly with their intent for about 6 clicks of the indicator before moving then this situation would be unlikely to occur in the first place.

What about the one who is intending to overtake - that one is safe in lane 1 so why should the intending to overtake vehicle have priority - what does it say in the highway code -

use your mirrors, signal when it is safe to do so, take a quick sideways glance if necessary into the blind spot area and then start to move out

If the truck give plenty of indicator warning well before moving then I agree with you but how many do you see that just indicate and virtually move at the same time - I see that all the time!!
I recommend to give 6 indicator clicks then start to move if safe - it gives the other road users time to accomodate - this 6 clicks ‘rule’ is not in any book that I have ever seen but it seems to work

Fair comment, like you say “its not in any rule book” - but the chances are if the car was a BMW being driven by a Rep with his Calvin Klien boxers hung on a coathanger in the rear window- he wouldnt let you out

You need to get out more Rog if you indicated 6 clicks in this type of situation you will never get out to conduct your manoeuvre
Regarding leaving indicating late or just a couple of clicks I have noticed that if you indicate with a car alongside they frequently panic assuming you are going to change lanes straight away and you have not seen them.
This situation arises more now due to volumes of traffic and as you are aware Rog a lot of the highway code was writen too long ago to be properly relevant to todays traffic volumes.

I do agree with the common sense part, but not so common anymore!
Fair point driver, spose some of it could come down to drivers leaving it till the last minute to change lanes ?. Seems to me that all to many are too busy looking at thier Sat Navs than the road ahead, or whats going on around them.
In this case, I don’t think anyone has priority. If there isn’t a law I don’t think anyone has priority, anyway, just like no one has priority at unmarked crossroads. However, I think it would make sense for the driver in lane 1 to give way to the driver in lane 3. Life would be much easier that way. The driver in lane 3 would have to accelerate in order to overtake the driver who went from lane 1 and lane 2 who is, also, accelerating to over-take the slower vehicle in lane 1. If I was in lane 1, saw a driver coming into lane 2 from lane 3, I’d automatically think the driver in lane 3 has priority anyway. That’s just me though.

Common sense is the rule, and looking what’s going on around you. If you have your indicator on in lane one, surely the driver in lane 3 would be paying enough attention to see what you are doing and stay in his lane?
not unless they are off duty! trucks are allowed in the outside lane and car drivers dont seem to see anything beyond 6 feet from their bonnet, never mind any other direction
