The reason for the more complete policing in the Basque region is because when the Basque autonomous police was formed they were trained by the German traffic police along the lines of black is black and white is white, grey does not exist.

now that’s an interesting fact - some of the redcaps i’ve dealt with seemed more like they’d been trained by the east german stasi though 
Just to cheer you up even further the BAG also have or still are teaching
the polish enforcement officers, and i do belive years ago that they gave the turkish officers some help as well but you would need to confirm this from one of the old middle-east drivers,
