i will be out of scope of the EU driver hours regs. this is because i will be delivering humanitarian aid.
do i still need to keep a record? it’s a digi tacho. so can i legally run without a card in.
i have sorted out my maut excemption for germany, but how do i sort out the austrian maut excemption, and vignettes for the others?
leave the card in so at least you have a record of events
which you can show if needed after you complete the run.
vis a vis your return journey may be just general goods.
There’s an ‘out of scope’ option on digital tacho’s, not sure how it works though as I’m a trolley dolley
You don’t need to keep records, but as you are at the mercy of the Jeermans and the like. I cant see any harm doing so

I hope you can convince the foreign authorities that it really is out of scope !!
Should be able to get a good back-load though, do humanitarian aid vehicles have to go through customs on the way home ?
I do humanitarian aid twice a year to Kosovo for a charity that I now help run. We always stay within the EU regs regarding tachos that way we cant be caught out. I got stopped a couple of years ago in Austria for a tacho check and explained and showed the coppers that I was carrying humanitarian aid, I was running to EU regs but the copper that did the checks said even though it was humanitarian aid I still had to stay within the driving rules and regs. As for road tolls, mauts, vignettes we get excemption for benelux countries and Germany but no excemption in Austria or Hungary. We do get free road tolls in Serbia but must have a letter from the Serbian goverment with vehicle registration numbers on the letter before we leave the UK.
Where are you taking the aid too and who for?
Ive just got back 3 weeks ago from Kosovo and am currently writing up a diary to put on here hopefully done by the end of this next week.

When you say you are delivering humanitarian aid are you doing so FOC for a charity (no charge for the transport or any wages involved) or are you just taking a load of humanitarian aid as a paying job to your company?
If you are taking the load as a paying transport load that just happens to be humanitarian aid them you will not be out of scope or be able to get free road tolls anywhere, as to the company its just another paying load.
