Way I see it if your at a rdc on a loading bay etc sat around on your I pad or watching TV .can’t see the problem in taking it as a break
But as soon as get a green light and have walk get paperwork it should come off break.
But as above if It doesn’t suit you taking a break then if you’ve only done a few hours work don’t do it.
But I’d never take a break when in curtain sider opening closing curtains waiting for forklift etc that’s a no no as still doing work related but sat down lay down having a sleep while waiting can’t see a problem in that

I do containers ,break all the time even in docks

But I assume your breaks (possibly except for the first one?) are paid?
It is important for drivers to understand how there own pay scheme works.
As an aside I had one mate told off by police for using break all the time.
"Really driver? You never open the doors or side of the trailer? Never put fuel in? Never walk to an office or fill in paperwork? "

I only go on break once on bay ramp etc and keys are handed in
