Probably depends on the “package” he’s been offered: some places include a “retest guarantee” where you pay a bit extra to cover retest costs but a lesser amount than an actual retest would cost. Some places misleadingly treat Mod 2 and Mod 4 as “optional extras” rather than being a bit more honest. If OP is making decisions purely on lowest cost, I’d wager there will be a downside.
