No. There’s no card in the vehicle when being driven. They are vehicles that will go out later with a different driver.
Maybe you or tachograph can answer this but does using the out of scope help account for the mileage lost when there is no driver card in use?
All of us have dedicated duties and our manual entries must match out start finish times so DVSA can see it’s not used to run bent.

missing mileage from shunter use is of no concern to the driver
should VOSA wish to investigate that then they can pay a visit to the company who will then need to explain it
as its common then its unlikely VOSA would be interested unless loads is missing in one go

I would say yes out of scope would help to account for missing mileage, an examination by an enforcement officer would show that the vehicle is used for duties other than when the vehicle is in-scope of EU regulations.
Having said that I don’t think anyone really cares much about missing mileage unless there’s reason to believe that something is amiss, I’ve worked at several large and reputable companies where vehicles are used in the yard without a driver card and without out of scope being used.
