Back in the day the rule was cotton or wool clothing. So that ruled out silk Y fronts and boxers 
Although I donāt think the rule was strictly enforced 
I recall one incident at the Leeds terminal when it was all top loading, a ādriverā, a known idiot who never took safety seriously, opened an empty compartment and a static spark caught the vapour, it certainly popped and singed his eyebrows. That was the last we saw of him, he was banned from the terminal and the word was he never got into another terminal in the whole country.
