A few years back, none of this existed, but it does today, and a few grand in fines for “silly bits of paper” happens.
Im not commenting on good/bad etc. Im not saying you can`t do many runs with no issues.

I should think most Owner Drivers are actually limited companies, so does that make them technically employees of the company?

I remember when the French were going to have a national toll box having to send the companies certificate of incorporation, so maybe if that has the directors name on it, that might be enough to prove they were the owner of the company.

I have been self employed in the past (not a ltd company) and had to declare that to HMRC, but I don’t remember getting anything back to confirm it, but then I didn’t need to not sure if there is something from HMRC to prove it.

Can’t find an exact reference however this link shows EU member states compliance with EU rules and France is near the top for non compliance and their record for non payment of fines is not good either. It is hard to go through EU and find exact figures and having spent the last hour trying to get an exact answer am now giving up. the link below gives general compliance or non compliance to EU rules, my point being that in general France likes to pick and choose which parts of EU rules it wants to abide by, perhaps if the UK had adopted this policy the EU wouldn’t have been so unpopular in the UK
