Ok … if it considered “careless driving” as in not in full contro of the vehicle, if you are eating … why then is everybody who smokes at the wheel not stopped and fined 
After all, if you drop your pasty / apple / sarnie … you just get crumbs … if you drop your lighted ciggie, you could set the seat / carpet on fire I know this is slight exaggeration
