Just out of interest, how long have you been asking to see his licence?

Have you considered getting a breath tester for alcohol and checking people are not over the limit in the morning when they collect their keys also?
What’s the problem with that? IIRC there’s a large percentage of drivers each day that are not yet under the drink drive limit the next morning after a hard night out!
If you have one or two problematic (read alchy) drivers, then breath testing them individually might be a bit hard to justify, but if you test everyone then there’s less of a problem with that.

You have done the right thing but in all honesty would you want him back now even if he did show you his licence?
If your employee gives you this much grief over a simple request I for one would be wondering what he would be like if it was something more serious.
Also be aware of what kind of advice you buy into your company, My experience of any kind of consultant is that they will make you jump through unnecessary hoops just to cover their own arses rather than doing the right thing for your company

Just something else for you to think about.
My experience too, they write down everything that works and put it all into a manual, suggest ridiculous ways to do it better and then give you a manual telling you how you do it as though it was their own idea.
If they introduce a new idea, the only guarantee is, it will cost money and it won’t work!
