with R & M, the last thing you need as a new start is buying a second hand truck and something major goes in
your first few months, it could end you business.
You can rent or lease from £320 to £430 per week and have a brand new vehicle on R & M.

No, it doesn’t say that. Look at Section 11 of GV79, which clearly states “If you are not submitting vehicle details at this time, please tick here”, and “If the vehicle details are not available at this time, you MUST inform the central licencing office when the details are available”.
All fairly self-explanatory, I’d say, and exactly what I did when I got my O Licence.

recipie for disaster…keep your £20k cash,and lease/repair maintenance contract and that way it wont burst your balls when the clutch goes bang,or the crank snaps in the middle of Dresden…my grandad had a similar experience some years ago returning from a trip to hamburg,started off as a simple oil leak,then the engine seized,wrecked the lot,and crashed…it wouldn’t have been so bad if he was driving a truck instead of the Lancaster bomber he was in at the time,but the principals the same…keep your dosh as a float,or be prepared to fork out £10k or the best part thereof if the thing goes bang,or someone wrecks it in an accident.lease contract,lease purchase,repair /maintenance or whatever,do your sums and costings upfront,and you know where you stand apart from fuel,and sleep a tad easier at night.
The best piece of advice ever given to a potential owner driver. Sod buying a motor, if it goes wrong, you are done. Rent one then if it goes wrong, it ain’t on you. You can buy when you have all them haulage millions in the bank & can afford the repair bills. lol.

from this I gather your going for a interim licence which you will need a registration for
I can’t advise on how to apply for a new start but I do know that the conditions for the O Licence changed in the last 18 months or so, now you have to have either a vehicle registered on the licence or access to one or the licence will lapse, I remember the paperwork dropping through my letterbox
