Actually it is not a Scammell. It is Heanors own built truck a HHT If you look it has a Volvo F88 cab.I believe there were two of them.

Well spotted Ford and Pyewacket.however,the “front end” is surely from a Scammell "Constructor"or “Contractor”,especially the grille with the extension in the middle top that usually has Scammell in it?
