i guess you really must be
as you say, the customs man from Mont Cenis. 
I never did understand your italian tradition of discreetly passing a 10,000 lira
note between my t-forms & good permit. 
I now realise now that you must have been conning me every week in the summer whilst transiting your wonderful border. 
I say this because my permits were always legit and sometimes even a slightly different shade of green than the others. 
These permits were specially delivered from Newcastle to the south via the local I.O.W. office.
I calculate that over quite a number of years i and my former employers
contributed greatly towards what must be your mansion in Romsey.
I therefore am demanding a refund of 100,000,000 lira
