I have a waste carriers licence, and that entitles me to haul other peoples waste, at no point does the waste ever become my property.
Hi ghinzani, please tell your mate to be careful, because an “O” licence isn’t normally transferable or assignable.
Some confusion might arise due to the fact that a “waste in skips” operation is governed by at least two different sets of regs. 
The waste regs require waste carriers to be registered and to deliver to authorised sites etc.
The other regs governing the owners of trucks are called "The Goods Vehicle (Licensing of Operators) Act 1995, which contain the requirements of which of the different types of “O” licence is needed and when a CPC qualified TM is required.
Some parts of both sets of regs will apply to a “waste in skips” business.
