I think its says its not the main part of the drivers activity but driving across the EU is likely to be that

Its subjective and looking at the exemption examples gives an idea of whether it is likely to fit or not

Way before the introduction of the driver cpc in 2008 (PCV) I attended a DSA conference at NEC where industry delegates had been invited from most fields -mine being training.

The exemption, which is still quoted, was the builder who loads his truck with bricks, drives to site and lays bricks, then drives back. He, apparently, is exempt. Being awkward, I asked what mileage/time limit would be imposed. The response was a blank look. So I suggested that the builder could load a 44 tonne artic with bricks at NEC, drive to Edinburgh, lay some bricks and then drive home. Would that be exempt? The answer: we don’t know. Until there’s been test cases through the courts we cant say.
