On Facebook is it legal 
Just not on the Road,and there you didnt see it 
Not sure what actual law they could be done under assuming it is fairly secure and also the load isn’t even overhanging the vehicle really.
The one I’m always more surprised that’s got away with is caravans and agricultural machinery overhanging as it was always my understanding that rear and side overhangs are permitted but only if is is an indivisible load.
