“No accidents or incidents to report” is the oft-reported radio traffic news update, which to me implies an accident is indeed some sort of collision involving a vehicle and some damage, whereas perhaps an incident could be something like a diesel spill, livestock on the road, a landslip etc. - in other words, an accident waiting to happen! I don’t think suicide is an accident.

I’m wondering if the op is referring to the VMS messages on the motorway, so I’ll explain them.
When we get called from a member of the public about anything happening on the motorway that could affect the live lane running, we set signals for 50’s and “INCIDENT” on the message sign.
There are a couple of exceptions, those are for reported “ANIMALS” & “PEDESTRIANS” this could mean signals and VMS set on both c/ways in the area.
If it’s a RTC (Road Traffic Collision) or Debris, Obstruction, Fire etc. Then once the exact location has been confirmed by a reputable source (Police Officer, HATO,CCTV etc) the signs will be adjusted to the correct description, with any lane closures if they are confirmed as still being needed (sometimes vehicles have moved to the H/S, left the scene, or even nothing found, in which case the signals would be cleared)
The exception to this rule is if a Pedestrian has jumped from, or reported as about to jump from a bridge, signals and VMS are set to “INCIDENT” and not “PEDESTRIAN”
So to summarise, It’s “INCIDENT” until confirmed then it becomes more descriptive like “ACCIDENT” or “DEBRIS” etc.

An accident is something that is not meant to happen. An incident was instigated to happen. Police deal with an incident then somebody jumped or lay down in the road or done something deliberate. I was caught up in germany tonight. The online maps said incident…it was roadworks.
