Yeah, I noticed that too.
It was a strange post for the time it was here, by a strange ‘username’ also!?!
The poster name was odd, But the text of the post was fine, cant see why it got deleted, don’t think it was on content, just the person who posted it. IMHO the post should have stayed as the content was relevent, but then I’m not a Mod. 
I think we are getting confused with NIPs and FPNs
A flash off a speed camera will result in a " Fixed Penalty Notice", an offer of a fine and 3 points, With a time limit of 6 months from date off offence.
If you are stopped by the Police for say for careless driving,they will tell you that you are going to be reported for said offence, then they will give you a verbal “Notice of Intended Prosocution” or you should recieve one through the post within 14 days.
I think (not 100% certain) that is were the confusion lies.
