No that’s not the case, on a day when you do 10 hours driving just like any other day you can have either a regular daily rest period of 11 hours, or a reduced daily rest period on no less than 9 hours if you have one available.

Not only is it not still the case it has never been the case. 
There is no link in the regulations between driving time and the amount of daily rest required. Daily rest only limits the length of your shift.
